Purpose: This tool was developed in response to Section 3632 of the First Step Act of 2018 which required the Attorney General to develop and release a risk and needs assessment system. PATTERN predicts the likelihood of recidivism for individuals three years after release from FBOP custody. Expected benefits: The tool provides critical information to FBOP about the risk of recidivism and possible programming needs for their population.
