The first international treaty on AI, adopted 17 May 2024 and opened for signature in Vilnius on 5 September 2024. Parties must ensure AI lifecycle activities respect human rights, democracy and the rule of law, with transparency, accountability, remedies and risk assessment. As of 3 September 2026 only the EU has ratified; five ratifications are needed.

What the document requires
- Applies to activities within the lifecycle of AI systems by public authorities and, at parties' option, private actors (art. 3).
- Transparency and oversight measures, including identification of AI-generated content (art. 8).
- Accessible and effective remedies for AI-related human-rights violations (art. 14).
- Procedural safeguards, including notice that a person is interacting with an AI system rather than a human (art. 15).
- Risk and impact assessment framework for AI systems (art. 16).
