Bahrain's whole-of-government AI policy, issued by the Information and eGovernment Authority on 20 May 2025. It applies to all government entities and sets four pillars: legal compliance, adoption and use, awareness and education, and cooperation. It contains no judiciary-, court- or legal-services-specific provision.

What the document requires

  • First principle — Human Decision-Making: AI is a tool to assist humans and the final decision in important matters must remain under human control, especially where individual and societal rights are concerned.
  • Pillar 1 requires government entities to comply with the Personal Data Protection Law No. 30 of 2018, the Law on Protection of State Documents and Information, Law No. 60 of 2014 on Cybercrime, the Open Data Policy and the GCC AI Ethics guideline.
  • Pillar 2 requires entities to consider AI in projects and procurements, to adopt AI only in coordination with the iGA, to follow iGA standards for launching AI initiatives, and to conduct regular audits and reviews.
  • Pillar 2 places responsibility for negative outcomes of AI use on responsible individuals rather than the technology.
  • Pillar 3 requires government entities to run AI awareness and training programmes for their employees.
