European Commission questions and answers, published May 2025, on the Article 4 AI literacy duty of the EU AI Act that applied from 2 February 2025. Deployers, including law firms that use AI systems in the EU, must ensure staff have sufficient AI literacy proportionate to their role, the systems used and the people affected.

What the document requires
- Article 4 applies to providers and deployers of any AI system, not only high-risk systems.
- Literacy measures should be proportionate to staff roles, technical knowledge and context of use.
- No mandatory training format or certification; organisations choose the approach and should document it.
- National market surveillance authorities may consider AI literacy when enforcing other obligations.
