Regulation (EU) 2026/1744, adopted 8 July 2026 and in force from 27 July 2026, amends the EU AI Act, the EASA Regulation and the Machinery Regulation. It defers Annex III high-risk obligations to 2 December 2027 and Annex I obligations to 2 August 2028. Article 50 transparency and GPAI duties were not deferred and applied from 2 August 2026.

What the document requires

  • Annex III stand-alone high-risk AI obligations deferred to 2 December 2027.
  • Annex I product-embedded high-risk obligations deferred to 2 August 2028.
  • Commission must adopt delegated acts by 2 August 2027 and post-market-monitoring guidance by 2 September 2027.
  • Article 50 transparency obligations and GPAI obligations were not deferred.
  • Replaces AI Act Article 4: providers and deployers must take measures to support the AI literacy of staff and others operating AI on their behalf, without any duty to guarantee a specific individual level; the Commission and Member States must support them and the Board is to adopt recommendations.
  • Enters into force on the third day after publication (27 July 2026).
  • Published in the Official Journal on 24 July 2026.
