Ireland's first court rule on AI, signed by the President of the High Court on 29 July 2026 and in operation from 1 September 2026. It covers all civil documents and requires independent human verification of every AI-assisted citation, a declaration in affidavits and witness statements that generative AI was not used for substantive content, and disclosure for expert reports.

What the document requires

  • Applies to pleadings, submissions, affidavits, witness statements and expert reports prepared after 1 September 2026.
  • Every AI-assisted citation or proposition must be independently verified by a human; checking with another AI tool is insufficient.
  • Affidavits and witness statements must carry a declaration that generative AI was not used to generate substantive content.
  • Expert reports require a no-substantive-use declaration or disclosure of AI use.
  • Sanctions include rejection of documents, adverse or personal costs, strike-out and referral to the regulator.
