Egypt's first responsible-AI instrument, adopted by the National Council for Artificial Intelligence in April 2023. It is voluntary and sets principles of human-centred design, transparency, justice, accountability and security for AI development and deployment. It contains no provision addressed to courts, judges, lawyers or legal services.

What the document requires

  • Voluntary principles-based charter: human-centred design, transparency, justice, accountability and security.
  • States that accountability must always lie with natural or legal persons and that AI systems should not be given legal personality.
  • Positions Egypt as an early adherent to the OECD AI Principles and the UNESCO Recommendation on the Ethics of AI, adapting them to local context.
  • No sector-specific provisions for the administration of justice or the legal profession.
