Egypt's umbrella AI governance guide, published March 2026 by the Egyptian Center for Responsible AI. It defines a four-tier risk classification with a mandatory dual-check conformity model for high-risk systems, drawing on UNESCO, OECD, ISO/IEC and the G7 Hiroshima Process. What the document requires
- Tier 1 (prohibited): AI creating unacceptable risk to individuals' safety, livelihoods or fundamental rights.
- Tier 2 (high risk): critical infrastructure and biometrics; pre- and post-market conformity assessment under a mandatory dual-check compliance model before placement on the Egyptian market.
- Tier 3 (limited risk): chatbots, emotion recognition and generative AI including deepfakes; transparency obligations, disclosure of machine interaction and labelling or watermarking of AI-generated content.
- Tier 4 (minimal risk): no additional regulatory obligations; voluntary code of conduct.
- Full-text search of the guide returns no reference to courts, judges, the judiciary, litigation or the legal profession; administration of justice is not listed as a high-risk domain.
